According to the Deputy Minister of Education and Science of the Samara Region, Elena Pinskaya, kindergarten managers are increasingly turning to her department asking them to decide what to do with pupils who do not go to the group for a long time. We are talking about a situation where a child is enrolled in kindergarten, but in fact does not go there. And in his place can not even temporarily take another child, waiting for their turn.
With the catastrophic shortage of places in kindergartens, this problem is more urgent than ever. Especially for cities.
At the beginning of March 2019 in the regional queue are 4909 children. Of these, only in Samara, 4817 are waiting for enrollment. But according to the law, it is impossible to take another child to the place of shirker And parents, in turn, blame the administration of the preschool institution for holding an “empty” place.
This year, 28 kindergartens are promised to open at once in the region, but even this does not eliminate the entire queue, because in parallel it is necessary to solve the problem of nursery groups, of which there are extremely few.
According to the local ministry of education, about three percent of all kindergarteners, which is almost 4,500 children, simply occupy places in preschool institutions, without visiting them without good reason for more than three months in a row. The reasons are different.
Most often parents are not satisfied with the distance of the kindergarten. There are also situations when a mother is on maternity leave with a younger child and it’s simply unprofitable for the family to take the elder to preschool. Or so far with the grandson — the grandmother, but anything can happen, this is the place to hold.
But the situation, according to officials, can be corrected if we regulate the order of deduction from kindergarten. In order to move to the garden faster, Samara deputies propose expanding the list of grounds for expelling truants. To do this, you need to fix and specify in the Federal Law "On Education in the Russian Federation" such concepts as "good reason" and "long non-attendance." In the appeal to Olga Vasilyeva, prepared by the regional Legislative Assembly, the deputies want to know the position of the Ministry of Education of the Russian Federation on this issue, and then, taking into account the proposals of the officials, to finalize the legislative initiative:
For good reasons can be attributed: pupil's disease, visiting a doctor, family circumstances, an omission by agreement with the administration of the preschool institution.
However, not all deputies share the position of officials. “The practice of expelling children in court is still a better option,” says Ekaterina Kuzmicheva, first deputy chairman of the Samara Gubduma. — Each case is unique. Today, the mother does not need to take the child to the garden, but tomorrow the circumstances have changed, and the place in the garden is already taken by others. Perhaps it would be right to think about the option of temporarily providing the place of waiting for a place with a long absent child. ”
Experts shared their opinions on this topic. So, Tatyana Volosovets, director of the Institute for the Study of Childhood, Family and Upbringing of the Russian Academy of Education, considers:
“In this case, it is necessary to make changes not in the Federal Law No. 273-ФЗ“ On Education in the Russian Federation ”, but in the departmental regulatory and legal acts. Specifically, in the Order of the Ministry of Education and Science No. 1014 of 2013 “On Approval of the Procedure for Organization and Implementation of Educational Activities in the Basic General Educational Programs — Educational Programs of Pre-School Education”. And to make a separate part of the order, which would regulate it. Specifically, it increased the responsibility of parents who are given a place in kindergarten. However, the decision must be made at the level of the subject of the Russian Federation and the municipality. And what is very important — when deciding not to violate the rights of children.
According to statistics, about 25 out of 25 children do not consistently attend the group for no good reason. That is not due to illness. And, for example, because the mother does not work and she sits with the baby herself. At the same time she keeps a place in the garden "in reserve".
Again, my personal opinion is that the conditions should be set fairly strict: if within a month you do not take the child to kindergarten for a disrespectful reason, the educational organization has the right to deduct you. At the same time, it will be necessary to describe in sufficient detail which reasons for the permit will be considered valid, and which will not. In general, such changes in the regulatory framework would be fair to those families who stand in a queue at the kindergarten, and where moms cannot go to work. ”
In turn, Ivan Kirillov, an associate professor at the Department of Preschool Pedagogy and Psychology at the Faculty of Educational Psychology at the Moscow State Pedagogical University, noted:
“Indeed, at the federal level, the order of deductions from preschool institutions is not directly regulated today. Each subject of the Russian Federation has the right to determine the order of actions in such situations.
However, when developing such norms at any level — municipal, regional, federal — it is necessary to very seriously study the issue from various sides.
On the one hand, developers should coordinate the proposed actions with the ombudspersons for the rights of the child, so as not to violate the rights of children and their parents (legal representatives). On the other hand, it is worthwhile very carefully to analyze the current situation with non-attendance of kindergartens, in order to understand how the introduction of sanctions will make a significant contribution to solving the problem of lack of places in kindergartens, especially among families with children under three years old, because it may turn out that absenteeism of children will cause additional social tension (walking of parents through various instances, appeals to the prosecutor's office, courts, etc.), but at the same time the contribution to ensuring the availability of preschool education will be minimal the main.
